feat(spreadsheet): 칸 우클릭 메뉴에 메모 삽입 · 편집 · 삭제

- sub1 `spreadsheet_comments.ts` 의 setComment · deleteComment · getComment 호출
- 글 입력은 E 자체 작은 오버레이(native prompt 안 씀 — 자동화 창 자동 취소 문제)
- ORCA 실 엔진 시험 — 삽입 → 메뉴 글자가 「메모 편집·삭제」로 바뀜 → 삭제 → 취소(저장 안 됨) 확인
