- Router: GET plan/layers/sheet?key= · plan/layers/cadastral · plan/layers/raster?kind=slope
- Terrain: 지형 받기 때 지적도 같이(실패해도 계속)
- B04 도엽 읽기 목록에 도로중심선 한 줄(PARSER_VERSION 그대로)
- 시험 test_569_1_plan_layers 새로 · test_530_1 가짜에 지적도 막음

fix(B04): .cpg 없는 도엽 dbf = cp949 로 읽음 · 병합 캐시 열쇠에 파서 판 번호 (PLAN 561-1)

- 도엽 파서 — zip 안 .cpg 가 없으면 encoding cp949 (latin-1 로 읽어 「등고수치」 칸 이름이 깨지던 흠)
- 병합 열쇠 {"sheets", "parser"} — B04 · D03 둘 다 · 옛 깨진 병합본은 다음 받기 때 다시 지음
- 새 지킴 시험 test_561_1 — .cpg 없는 cp949 견본 → 등고수치 읽힘
- 재현(4250c7bc tmp 사본) — 2026 구간 지형면 0 셀 → 201,088 셀 · 등고수치 빈 선 5,280 → 0

refactor(B04): B04_wf1_Surface -> B04_PreProcess 전면 개명
...
- 폴더·내부 파일 51개 접두사 개명 (git mv, 이력 보존)
- 저장소 전체 참조 치환 67파일: import 경로, 라우트 슬러그(b04-preprocess),
라우트 키(B04_PREPROCESS), storage 경로 상수, locale, SQL 주석
- 로직 변경 없음 (기계적 치환). typecheck·백엔드 import 검증 통과
