fix(730-2): 엑셀 보기 좁은 폭(900 px 이하)에서 시트 위 · 목록 아래로 쌓음

- 390 px 에서 오른쪽 목록 22rem 이 시트 칸을 폭 0 으로 짓누름 → 좁은 폭에서 한 열 · 두 줄(시트 3 : 목록 2)
- 넓은 폭(1366 · 1920) 생김 그대로
- 지킴 시험 test_730_2_hopyo_sheet_narrow.py 추가
