  approved(사용자 승인)·exported(JSON 반영). 승격 조건·강등 규칙(원문 개정 시
  draft 강등 = 검증 자동 무효화)·건너뛰기 금지 명시
- 기존 65문서는 draft 유지 — 검증 세션 통과분부터 개별 승격 (일괄 변경 금지)
- §7 프로그램 연계: 기준값 배포 = approved 이상, 데이터 연동 = exported 만 신뢰
